I'll be honest, as we were writing this, we realized that the description of how it is working came out way more optimistic than it ACTUALLY feels as folks who have been part of the sausage of writing and implementing federal fisheries regulations for a combined 40 years. That's why we're going to talk about it from a fisherman's perspective in the next entry -- that's another place where it feels like a cluster. I'm sure your harbor project was a challenge! There's a lot more agencies involved and there's a silos at both the state and fed level.
